
ABOUT
Dr. Kristen Csenkey is a Social Sciences and Humanities Research Council (SSHRC) postdoctoral fellow at the Brian Mulroney Institute of Government, St. Francis Xavier University. She also holds a postdoctoral fellowship with the Canadian Maritime Security Network and is an Associate Fellow with the Centre for Military, Security and Strategic Studies at the University of Calgary.
Her research focuses on global cyber governance, technology interdependence, and the geopolitics of emerging and disruptive digital technologies. She specializes in quantum-safe algorithms, responsible governance, democratic cooperation, and the domain-specific applications and implications of quantum technologies, including computing and sensing. Her work has appeared or is forthcoming in leading journals and outlets, including the International Journal, Journal of Cybersecurity, Canadian Foreign Policy Journal, Journal for Military and Strategic Studies, Canadian Military Journal, Canadian Army Journal, Canadian Naval Review, War on the Rocks, and Le Rubicon. Her doctoral research examined the relationship between humans, technology, and cyber, culminating in a comprehensive framework for cybersecurity governance based on the insights of Ursula Franklin.
Dr. Csenkey currently leads a SSHRC Partnership Engage Grant focused on responsible quantum technology governance and partners with Open Quantum Design. She previously led multiple Department of National Defence–funded projects on quantum technologies, connected aviation systems, and cyber-resilient electric vehicles. She has served on numerous advisory boards and committees and regularly provides expertise to Canadian government departments, parliamentary committees, military task forces, and international think tanks. Dr. Csenkey has provided expert insights in high-level strategic consultations across Canada, including for the National Quantum Strategy, roundtables on quantum technology for Canada’s 2025 G7 presidency, and Think7. Her work has also been featured in leading policy and media outlets, including CBC, CTV, and Global News.
Her contributions have been recognized through awards including through SSHRC, Ontario Graduate Scholarship, and Mitacs Accelerate. She holds fellowships with the North American and Arctic Defence and Security Network (NAADSN) and the Canadian Global Affairs Institute (CGAI). Previously, she was a postdoctoral fellow with the Centre for International Governance Innovation Digital Policy Hub, a Research Associate with the Department of Physics and Computer Science at Wilfrid Laurier University, and affiliated with the Research Institute for Sociotechnical Cyber Security. She holds an H.B.Sc., M.A., M.A.P., and Ph.D. in Global Governance.
